For the GS-09:
You must have one year specialized experience equivalent to the 07. Specialized experience is defined as experience performing initial equal employment opportunity complaint processing; assisting in the administration of diversity management initiatives and/or special emphasis programs; applying basic conventional fact finding, analytical and problem solving methods in relationship to equal employment opportunity cases; and/or providing basic equal employment opportunity guidance. OR A master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related OR An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-11:
You must have one year specialized experience equivalent to the 09. Specialized experience is defined as experience providing equal employment opportunity (EEO) advisory services; coordinating briefings to leadership, gathering written data and creating executive summaries, offering advice to supervisors, managers and employees on matters related to EEO; providing resolution of EEO issues, such as providing the supervisory chain with information regarding informal and formal EEO complaints and offering assistance with formulating possible terms of settlement agreements. OR A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. if related. OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). For the GS-12:
You must have one year of specialized experience equivalent to GS-11. Specialized experience is defined as experience organizing, developing, implementing, and/or monitoring an affirmative employment program ensuring that the long and short-term objectives of the program were addressed; evaluating segments/components of equal employment opportunity (EEO) programs ensuring that both organization and regulatory requirements were met; analyzing data or information to interpret facts and/or draw conclusions; and providing advice and guidance to individuals regarding equal employment opportunity or other Civil Rights programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT:
If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
