For the GS-15:
One year of specialized experience at the GS-14 grade level in the federal service. Specialized experience is defined as of the following:
Has knowledge and demonstrated activities in public involvement and collaboration techniques to engage the public in identifying priorities and appropriate means of addressing issues; Provided expert counsel to higher organizational levels concerning regional or state-wide program issues and their current and anticipated effects; Exercised direct program responsibilities that included regional or state-wide program development, planning, budgeting, and identifying multicultural workforce and organizational needs to establish and meet priorities; Developed and sustained relationships with external partners, members of the public, agencies, state and local elected officials, and tribal governments to anticipate and resolve conflicts and issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT:
If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
