GS-0560-14:
You must have one year specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as some of the following:
Planned, developed, and effectively managed vital aspects of the agency's budget execution system; Provided expert advice and recommendations for budgetary actions and formulated budget estimate for multi-year programs; Reviewed, analyzed, and interpreted existing and proposed budget legislation, appropriating language, and executive orders for upper management; Effectively communicated (written and oral) with employees and internal / external customers to meet budget execution goals; Exercised significant responsibilities when working with units or organizations on budget issues, and/or advised management officials. Experience:

If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
