Lead Civilian Pay Technician

Responsible for assisting the Payroll Supervisor in directing the operations of the Payroll Section, Fiscal Service and leading personnel who receive, maintain and adjust employee payroll accounts for VA NCHCS and organizations assigned based on Memorandums of Agreement. Performs work related to determining pay, maintaining payroll records, and completing related reports pertaining to civilian employees of the Federal Government. Serves as a central point to receive documents that affect payroll accounts and to distribute various reports. Maintain DCPS files and tables, performs local record keeping, and provides customer service to civilian employees. Instructs employees in specific tasks and job techniques and makes available instructions, reference materials, and answers questions of other employees on procedures, policies, directives, etc. and obtains needed information or decisions from supervisor on problems that may occur. Gives on the job training to new employees Distributes and balance the workload among employees in accordance with established work flow or job specialization, assure timely accomplishment of the assigned workload.Receives, analyzes and balances problems relating to automated pay systems and applications such as VISTA, PAID/OLDE, HR Smart, DCPS, VATAS, Remedy and manually inputs time sensitive data as required into the systems Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
performing administrative payroll procedures; computing, recording or coding numbers; timekeeping; preparing reports; reviewing documents for proper application of pay regulation and consistency; reviewing authorization documents; adjusting leave balances and/or processes tax levies and collections of debts; working with computerized payroll system; and conducts periodic audits to assure conformity to regulations.
