Civilian Pay Supervisor

This position functions as the technical authority and subject matter expert for Pay with administrative responsibility for the conduct of approximately 4,000 Federal Civilian employee payroll accounts. Some of the duties include, but are not limited to:
Receive incoming pay directives, policies and instructions from headquarters and implements changes. Advise and guide timekeepers on internal matters involving regulatory requirements, statutory provisions, procedures, systems or problems which may arise from changes. Develops and disseminates information and instructions to ensure uniform interpretation and application of Pay regulations and procedures throughout the VANCHCS. Receives, analyzes and Balances problems relating to automated pay systems and applications such as VISTA, PAID/OLDE, HRSmart, DCPS and Remedy and manually inputs time sensitive data as required into the systems. Serves as the Subject Matter Expert for automated payroll applications and provides direct input to decision making authorities regarding the use of those applications within the VANCHCS. Controls security data and maintains records to ensure audit trail records are accurately maintained. Ensures extensive system security profiles are established for each timekeeper to gain access to their assigned accounts for on-line Time and Attendance entry and reports retrieval. Conducts reviews and works on projects which address pay problems/issues encountered across management functional lines for the elimination or reduction of similar problem in the future. Researches source materials to obtain required data; identifies and resolves inconsistencies to ensure accuracy and adequacy of information; presents findings and make recommendations to management. Provides analysis and technical expertise for payroll related matters to the Assistant Chief and Chief of Fiscal Service, and to top management at the VANCHCS. Supervises and monitors work of subordinates in the payroll unit, ensuring deadlines are met and all work is completed in a timely and accurate manner. Provides guidance on procedures and policy and acts as reference point for most complex payroll cases and questions. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Applying financial principles, theories, and techniques to independently perform payroll work for operational programs or systems. Advise managers on payroll and financial matters. Skill in gathering assembling, consolidating and analyzing financial data and drawing conclusions. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have (Master's Degree or equivalent graduate degree or 2 full years of progressively higher graduate education leading to a master's degree) . . OR, Combination:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
