Administrative and Management Support Positions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. GS-11:
Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level. Specialized experience is defined as experience interpreting and explaining labor relations rules and regulations, procedures, rights and obligations, and provisions of labor agreements to both management and employees. Researching, analyzing, and evaluating basic facts, laws, and precedents to prepare draft responses to unfair labor practices, grievances, and proposals. Working with a senior specialist to coordinate directly with union officials to develop and promote alternate resolutions to disputes. OR Applicants must have three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree or LL.M., if related; OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). GS-12:
Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level. Specialized experience is defined as experience researching, analyzing, and interpreting labor relations regulations and policies, substantive casework decisions, and/or legal opinions that various courts and administrative bodies have rendered, to provide advisory opinions to managers, employees, and union officials in all areas of labor relations. Analyzing and recommending appropriate administrative or management strategies to deal with labor management issues. Working directly with union officials to develop and promote alternate resolutions to disputes. If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
