General Engineer/Architect (Project Manager)

The General Engineer/Architect (Project Manager) leads a matrixed team of engineering and architectural specialties, who partner to prepare and complete accurate and fully coordinated documents to comply with VA criteria, standards and all appropriate codes. As such, the incumbent determines the overall strategy, the timetable, financial and other resource requirements. Many decisions made early in the preparation stages can have substantial impact on the contracting activities at the latter stages. That determination by the incumbent establishes the course of the acquisition and construction through the following duties:
Manages several contracts simultaneously for studies, design, services, construction services, and utility installation. The cumulative value of these contracts is typically several millions of dollars and often span two to ten years. The incumbent coordinates the design processes through civil, structural, mechanical, electrical, and architectural reviews and coordinates the phasing of each project with critical path method specialists and VISN Directors and Medical Center Directors where construction is to occur. Provides support to the team leader, VISN Director, and the Directors immediate support staff on the full range of technical, financial and analytical aspects of project management. This is a term appointment not to exceed 4 years. Term appointments are non-status, nonpermanent appointments of limited duration of more than 1 year, but not more than 4 years and are subject to a 1 year trial period. Should the need warrant, term appointments may be extended without further competition up to a maximum of the 4 year limitation. The appointment to a term position does not confer eligibility for promotion, reassignment, or transfer to other positions or the ability to be non-competitively converted to permanent employment. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
design, and construction concepts; reviewing preliminary architect/engineering reports and related design documents (drawings and specifications); experience negotiating with Architects and Engineers in the preparation of design documents; and developing and revising agency engineering standards. Experience may have been gained as a project manager on engineering or architectural projects. Basic Requirements - General Engineer Degree:
professional engineering. To be acceptable, the curriculum must:
(1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

The adequacy of such background must be demonstrated by a related curriculum or experience that demonstrates the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
