Accounts Receivable Technician

This position requires a hands-on working knowledge of VA regulations, public laws, directives, policy memorandums regarding billing and reimbursement from veterans, employees, ex-employees and vendors. This position performs clerical, assistant or technician level work in support of human resources, budget, accounting, auditing, payroll, fiscal and/or financial management functions. Some of the duties may include, but are not limited to:
The incumbent designs, compiles, analyzes and interprets statistical information relevant to the non-healthcare debt program and uses it to make or recommend changes to correct deficiencies. Responsible for the review of correspondence via email or US mail for possible action. Manage all new bills of collection needing audit or possible return to the initiating service. Responsible for review of daily accepted listing and reject reports from the Austin Finance Center (FSC) for offsets, rejects, new bills established by the FSC, cash receipts from the agent cashier, payments, and refunds. The incumbent must prepare monthly reports for management as requested that may include but not limited to the percentage of outstanding non-health care debt over 60 days old, the amount collected and the amount collected as a percentage of total outstanding non-healthcare debt. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Billing and reimbursement working with various types of debts and regulations applicable to each in order to track payments, apply partial payments, calculate interest at varying rates and establish and/or revise payment plans. Bookkeeping methods to properly record and track account balances to determine administrative costs, principal charges and interest; automated accounting and budget systems to reconcile errors that require an understanding of nonstandard procedures or to provide assistance in the development of automated procedures for clerical operations. NOTE:
Evidence of specialized experience must be supported on your resume by detailed description of duties performed in positions held. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have One year of graduate education above a bachelor's degree in a field of study directly related to the position. As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
