GS-12:
You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as:
Assisted in establishing and maintaining government-to-government relationships between an Executive Branch agency of the United States and one or more federally recognized Tribe(s), assisted in coordinating activities and programs regarding program delivery needs for tribes; assisted in providing consultation to tribal governments in assessing the impact of Federal Government plans, projects, programs, and activities on tribal trust resources, and assisted in providing support in developing policies, procedures, and directives to strengthen relationships with tribes. GS-13:
You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as:
Specialized experience include:
Established and maintained government-to-government relationships between an Executive Branch agency of the United States and one or more federally recognized Tribe(s), coordinated activities and programs regarding program delivery needs for tribes, provided consultation to tribal governments in assessing the impact of Federal Government plans, projects, programs, and activities on tribal trust resources; and provided support in developing policies, procedures, and directives to strengthen relationships with tribes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
