Program Management Officer (Regional Director)

The position serves as Regional Director of one of four field based offices established to work with the various VISNs and Medical Centers on infrastructure and life cycle program plans to accomplish an overall sustainment program to all facilities. The incumbent is an intricate member of CFM's executive decision making team and the success of the contract awards impact directly on the Department's overall goals for achieving funding and successfully awarding projects to meet departmental needs. Provides oversight for managing processes to successfully award design and construction projects through the planning and acquisition processes and once awarded, provides continued oversight to keep the project on track within the timelines established and within the budget. The incumbent oversees and provides direction to a staff of highly specialized engineers, architects and other related professionals engaged in the resolution of difficult and complex infrastructure problems and life cycle sustainment. Responsibilities include all phases for new construction, renovation, maintenance, and repair with coordination and concurrence through all cycles (planning, funding, contract awards, design and construction). Monitors success of meeting established timetables and controlling costs. Coordinates the interaction and communication of staff and project to ensure milestones are successful and that adequate support is provided for acquisition activities. Work schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience providing oversight for construction, sustainment, asset inventory management, facility condition assessments and energy management. Experience managing projects in various stages of planning, design and construction. Experience working with other senior executive officials to coordinate program needs and transition those needs into viable projects that will be funded by Congress. Experience providing oversight for managing processes to successfully award design and construction projects through planning and acquisition processes. Experience providing continued oversight once the contract is awarded to keep the project on track within timelines established and within budget. Experience following proposed legislation impacting the program processes and procedures that impact the organization's processes to ensure compliance with environmental requirements, historic preservation, energy and safety. Experience performing all supervisory requirements and oversight for an office staff, developing performance standards, and evaluating work performance of subordinates.
