Budget Analyst

Some of the duties may include, but are not limited to the following:
Coordinates with the primary Budget Analyst in preparing annual budget formulation documents and ensuring all reconciliations are made as to workload data, etc. Uses skill in reviewing historical financial data and analyzing trends for forecasting and/or validating budget estimates (i.e. patient programs, services, salaries, distribution of funds, etc., Assist the primary Budget Analyst and Chief Business Officer with drafting analytical briefings, and reports for senior staff to use in the decision-making process, based on a wide variety of special studies, including cost/benefit and program analyses, and procedural reviews. Gathers data from diverse sources to use in preparing reports and evaluating current program and proposals for future program activities. Uses oral and written communication skills in presentation of budgetary information/strategies to Management Officials. Identifies and analyzes trends in receipt, obligation, or expenditure of funds to assure that plans are met on a timely basis. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Specialized
Experience:
GS-09:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Formulating estimates of an organization's funding needs, incorporating annual and multiple year budget requirements; Preparing reports and financial advice for program managers related to the status of funds, expenses, obligations, and workload; Relating financial data to program policy to ensure compliance and adherence to regulations; Experience with analyzing data from varied sources with often disparate or incomplete results and formulating for accuracy directly related to the overall success of the project/program .OR, have a Masters or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a major study that equipped you with the particular knowledge, skill, and abilities to perform successfully the duties of the position? OR, do you have equivalent combinations of creditable specialized experience and education (as indicated above) to be used to meet the total requirements. Specialized
Experience:
GS-11:
You must have at least one (1) full year of specialized experience equivalent to the GS-9 grade level in the federal service that equipped you with the particular knowledge, skill, and abilities to perform successfully the duties and is directly related to the position. Examples of specialized experience would typically include, but are not limited to:
Performing all aspects of the budget process, such as budget formulation, justification, execution and analysis, for all programs and activities; Knowledge of all financial, accounting, workload and employment used for preparation of annual Budget Plan and forecast; understanding of regulations and operation principles of programs funded by the Department of Veterans Affairs appropriations. OR possess a Ph.D. or equivalent doctoral degree or three (3) full academic years of progressively higher level graduate education leading to such a degree or L.L.M., if related? OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above, which is equivalent tot he GS-09 in the Federal Service. This experience and education together meets 100% of the qualification requirement. You will be rated on the following Competencies for this position:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The position requires the usual dexterity of limb and mind occasionally, there is some physical activity in securing records and files and some driving of a Government or privately owned vehicle to the different VA Northern California Healthcare sites.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
